I want to build a dam in one of the open spots. I think its a bug because all of the lower level dam spots are filled (normal 3 brown costing spots), the dam tile is my only legal build, and I have the Wilhelm Adler special (all dams cost 3 brown). (Also all the 2 cost conduit spots are filled) So its should be legal.
