Per the Tapestry Rules FAQ here (stonemaiergames.com/games/tapestry/rules-translations-faq/ next-to-last entry under Rules FAQ) in response to the question "If I don’t have room on my capital city mat, can I still gain a landmark or income building?" the answer is "Yes! You would gain the building and place it next to your capital city mat." So, I think this is supposed to be allowed by the rules but I don't see a way to do that in the current interface.

It says "You must place a structure [Rubber Works]" with options Reset / Rotate / Confirm. Reset doesn't seem to do anything as far as I can tell. Rotate just rotates the piece. Confirm is grayed out and won't let me select. If I try to put it somewhere anyway, it tells me "Invalid structure placement". I don't see a place to put it off the map (allowed per the Rules FAQ). If I click the green check mark next to the building, it says "You have to place the building on your capital mat first."
