Aruande ajalugu
This is quite a common situation late in the game. Arguably the UX could be a bit better, but there is no bug.
If you really have no buildings available to gain, you should be able to just select the button to confirm your selection, with 0 buildings in total selected.
However, in this case, you do actually have 3 military buildings available in your supply. You will have to select 3 of these, and then you will be able to confirm the selection, even though 3 is less than the 5 the card allows you to gain.
I am going to mark this as "not a bug", but please feel free to respond if you have any further difficulties, and I will look into it.
