When lines of both players are involded in the fastest route, the player who placed the most tunnels in that route should be the only one who gets points. If there's a tie, nobody should get points. The BGA wiki of the game says it:
Two players End of game: 3 lines finished and/or blocked ends the building phase. The other conditions still unchanged. Test trip scoring: the second version of the rules on this topic is not implemented on BGA.
So it's not a bug. Sorry it's unclear ><
