I built the Cluster carving tile into my hive. It says it scores 3 points for each adjacent tile. It literally says on the tile itself "including faction tiles." I built Cluster next to two of my faction hexes plus four other tiles, meaning it was completely surrounded by six tiles, which is the most any tile can be surrounded by.
