In round six I was awarded a step in the engineering track, I can't see why. The log says:

mikechike advances 1 levels on the Engineering Discipline (after getting the needed City key during the same action)

but it was the Income Phase; I hadn't taken any action that gave me a city key, and the step was from level 10 to level 11, so no key was needed anyway.
