Place a tile that was partially covered by the ring (Arashi planet)

I was attempting to place a 3x1 tile with 2 tech and 1 biomass, with two of the squares on the ring. The placement followed all appropriate adjacency rules, and I oriented the tile so that the biomass was not under the ring. I was placing the tile vertically so that the greenery was anchoring the rile outside of the 2 rows of ring squares.

The planet placement rules state that tiles placed on the ring must be anchored outside the ring. "Anchored" is not specified, but I understand it to mean "at least one square outside the ring".

Additionally, it says "biomass patches may not be placed under the ring" but I don't believe this applies -- biomass patches are the 1x1 tiles you get for certain actions in the game, NOT the green parts of regular tiles.
