This is a minor bug.
I was playing at this table and in the final round I had both my Cook and the Head Housemaid in the Servant's Quarters. When selecting the Lionheart Suite, both of them lit up, and I could click and add both of them to the event.
I tried submitting, and I got a red-banner error that mentioned the Servant's Quarters. Some sort of fallback error I presume. I could only continue by playing legally.
The bug is simply this: The Head Housemaid should not be highlighted in the first place. I don't think you can add her to the activity under any circumstances.
The bug may be bigger than this - I guess it's possible the game "knew" that I was to draw a prestige guest which she could be allocated to (which was true). I can't easily engineer this state again, so I suppose you can check when you look into it. -
