Aruande ajalugu
An alternative fix idea would be to just force the player to use the work permit meeple first (you are given the option to use either - just disable the button to use your regular meeple if the work permit meeple is available).
"wasn't able to use 'work permit' minor improvement"
changed to
"Work permit not usable as last action after placing all regular workers"
It would be great if it at least told you to use the extra meeple first as it basically makes this card unusable if you don't.
