I was forced by the game to add all of the fences per the Breaking News card (add 5 fences). All I wanted to do was rearrange the existing fences and not create too many additional pens of size 1; I think I only wanted to add 1 fence but I was forced to add all 5. I did not see in the rules where this necessarily has to be the case. I suggest allowing less than the full amount of fences to be added, maybe even allowing just the removal of existing fences.
