Blockade token persists and continues to block a district into the next round if Empire player plays it when they have all available tokens.
If the Empire player has 4 tokens available and blocks a district with blockade the effect of that action should only take place the round it's played. Currently the blockade effect will persists in the district it's played into until the Empire player's actions refresh, a bug. Thank you! -
