Once I built 2 more rooms I was able to use "wish for children" in the normal manner and got up to 4 people.
After building a 5th room I was never able to get that person as I couldn't use any of the 3 "wish for children" spaces.
My game board showed 5 people but I couldn't use the 5th and didn't get points for it at the end.
